Mostly yes, and with supervision.
There is nothing about the Ohm Resonance Lamp preventing use by children. That said, there are two things to keep in mind:
One, children under the age of about 8 may be too young to have the proper breath control or focus to get to resonance. That doesn't mean they can't enjoy the experience with a parent. If you'd like to encourage building a breathing habit, ask your little one to put their hand on top of the stone and breathe along with you.
Two, Ohm is an electrical device with glass. Children using the lamp should only do so with an adult watching closely, and the lamp should be put out of reach of curious hands when not in use. (Note: The stone contains a small battery which requires labeling by regulatory bodies. The stone also has some weight to it and can cause damage if thrown.)
